No drug rehabilitation program for the homeless can function without some personal will to change. We all know we can’t make decisions for others. To truly end substance abuse and other overarching problem of homelessness it requires individual responsibility, human dignity, and morality.
These are character traits that we must personally desire and strive for as well as foster in others.
In regards to policy, rescinding America’s international anti-drug treaty obligations, turning drug policy over to the states, eradicating mandatory minimum sentencing, reforming asset forfeiture laws, and ending federal subsidies for growing tobacco would be a good place to start.
Ultimately substance abuse perpetuates the cycle of homelessness.
Helpguide.org describes drug addiction as causing “changes in your brain,” which “interfere with your ability to think clearly, exercise good judgment, [and] control your behavior.”
